The United States Emergency & Disaster Management Congress is a nonpartisan, nonprofit [seeking 501(c)(6)] professional association dedicated to advancing the profession of emergency & disaster management.

Mission:
The United States Emergency & Disaster Management Congress is a nonpartisan, nonprofit 501(c)(6) professional association dedicated to advancing the profession of emergency & disaster management by influencing and shaping law through legislative advocacy, education, and through the establishment of a unified national emergency & disaster management professional standard known as the “model emergency management law” and shared governance. U.S.E&DMC is the professional association of and for emergency management professionals across the United States from all U.S. states, territories, and tribes both public, private, and non-profit – collectively the entire emergency management community.
Vision:
The vision of U.S. E&DMC is to be the leading nationally recognized voice for emergency & disaster management governance and policy. We seek to lead the future of Emergency & Disaster Management as a true profession that is independent, autonomous, and self-governed by the Disaster Congress.
Objectives:
- Establish and maintain a national emergency & disaster management standard through shared governance.
- Codify the national emergency & disaster management standard into state and local law, ordinance, and code.
- Achieve adoption of the national emergency & disaster management standard by a majority of U.S. states.
- Pursue recognition as a Nationally Chartered and independent organization with the legal status of “a federal instrumentality,” mandated by congress to govern emergency & disaster management policy.

True professionalization is achieved when standards across key pillars spanning training, education, accreditation, certification, standardized language and terminology, a national uniform identity and symbolism, licensing are established and lastly codified and into law officially recognizing and elevating the status of the profession as a whole. To achieve true professionalization, the establishment of multiple standards governing the many key pillars of the occupation is required.
As of today multiple professional associations and accrediting bodies exist that govern various standards and practice in emergency management. The major associations are identified in the image above next to their governance area. Further, the role of State Professional Associations and State government is recognized as a key foundation of governance and achieving professionalization.
The U.S. Emergency & Disaster Management Congress role is to develop, create, and maintain a national professional governing standard across each area of the professionalization system that are rooted in and protected by state and local law.
Voluntary standards are only partially effective and have not progressed the profession to protect it from this moment. We need to change our thinking to stop playing in the sand and focusing on the practice of emergency management, to instead building systems and empires that are resilient and capable of withstanding political instability moving forward.
Organizational Principles
Founded on the fundamental principal that every member should be empowered with a voice and a vote. The organizational structure of the U.S. E&DMC gives the majority of its power to its members and especially its committees. Intentionally designed to prevent stove piping while providing checks and balances in the true fashion of American democracy. Each level of governance is described below.

Executive Council
Oversees the professionalization system and establishes inter-agency integration and strategic plans. Led by the Congress President, Vice President who leads the Senate, Committee Chairs, and organizational heads of the recognized standard governing bodies and professional associations, and other appointed advisors across a broad range of EM representation (state/local/tribal/territorial/private sector/etc).
Senate
The Senate is comprised of distinguished Emergency Management members, Academics, and Researchers. The purpose of the Senate and the National Academy of Emergency & Disaster Science is to develop the guidelines for achieving the standards and ensuring that the standards are reflective of the latest in disaster science & research moving the profession ever forward. The Senate is led by the Disaster Congress’ Vice President whom shall be elected from the National Academy of Disaster Science membership. Members of the National Academy of Disaster Science shall be nominated and elected by its membership annually for distinguished contributions to the profession and their subject matter expertise in one or more functional areas. Membership of the Senate shall be granted on a lifetime basis for distinguished contributions to the profession.
Disaster Congress
The main body of the U.S. Emergency & Disaster Management Congress will be led by emergency management professionals. All members of the disaster congress shall pay annual dues to obtain and maintain membership. Members are empowered to speak on issues, serve on committees, and bring standards and resolutions to vote before the whole congress so that consensus can be achieved.
The disaster congress will have various Committees both permanent and as warranted that are dedicated to advancing key pillars of the profession through robust inter-organizational collaboration. Committees will be empowered to bring forth new and updated standards for voting by the disaster congress. Heads of Committees shall be elected by its members for a term and will be representatives and part of the Executive Council.

Office of Public Affairs
Works to train, educate, and build a professional Emergency & Disaster Management Public Affairs Officer Cadre to implement the work of the U.S. E&DMC across the nation through a variety of efforts from developing legislative strategy to elected official education. The Office of Public Affairs will establish a cadre of specially trained and capable Emergency & Disaster Management professionals in each state across the nation who can work side-by-side with professional lobbyist, liaise with federal, state, and local elected leaders, draft legislation, educate elected and appointed officials, and bring emergency management into the light highlighting the amazing work done everyday by emergency management professionals across the nation blue or grey skies.
